The Philadelphia Experiment II is not much better than its predecessor except that it made an attempt to revel in the sci-fi aspect of time travel and create a scary, alternate timeline (the tried & true trope of what would happen in US if history took a different turn). Again the acting is complete crap & it has the quality of a Van Damme action film without the excellent fight scenes. There are moments that are almost cool, but largely a miss.
